Far too light and too many reps. Go heavy with low reps, it causes more microtearing in the muscle tissues. Try some dumbell curls, 15kg, with 10 reps 30 sec invervals 3 sets, on each arm (obviosly).
Remeber to do this once every THREE days. Doing it every day will not cause ANY growth because you wont heal, that might be why you are having trouble. Here is the link to some good guides
